General Advancement Guidelines
BOARDS OF REVIEW: are held periodically throughout the year, and always in advance of a Court of Honor. If a Scout completes all of the requirements for his next rank, he should notify the Advancement Chair to schedule a Board of Review. The date on which the Board of Review is held is considered to be the actual date when the Rank was earned (not the Court of Honor date). The Scout MUST wear the class "A" uniform to his Board of Review, and all requirements should be signed off in the boy's Handbook.
SCOUTMASTER CONFERENCE: This can be held at any time after all of the other requirements are completed, by making an appointment with the Scoutmaster or an Assistant Scoutmaster. It may be held on the same date as the Board of Review, but not later.
SERVICE TIME: Star and Life Ranks each require 6 hours of service project time which must be approved in advance by the Scoutmaster. This service time must accrue after the Scout has had his previous Board of Review. The service must be something which is not normally expected of a Scout as part of his school, religious or community activities. Opportunities for service time will be periodically announced, and usually become available for Eagle service projects. This will be signed off in the Handbook by the Scoutmaster or Advancement Chair.
LEADERSHIP: Star, Life and Eagle require active service for a specific amount of time in a leadership position, after completing the Board of Review for the previous rank. Time does not normally accrue during summer when we have no active program.
MERIT BADGES: Working on a Merit Badge requires the approval of the Scoutmaster, who signifies his approval by providing and signing a blue Merit Badge card ("Blue Card"). The Scout should obtain the appropriate Merit Badge pamphlet from either the Troop Librarian, or from the Scout Service Center. (The Scout can find the requirements for all badges by clicking the link to Merit Badge.com.) For clarifications regarding the requirements, he should contact the Merit Badge Counselor. The Scoutmaster or Advancement Chair has a list of Counselors for each badge. BSA policy requires that another individual accompany a Scout to work on a Merit Badge. Scouts must either "buddy up" or be accompanied by an adult when visiting a counselor's home. Please inquire if you or someone you know could help by signing up as a counselor.
When the Troop provides an opportunity for a group of boys to work on a Merit Badge, the Troop will coordinate the applications. Otherwise, the individual boy must obtain the blue card and be sure that the counselor signs it. He must then turn it in to the Advancement Chair to have it recorded. The Scout will be given a copy of the Blue Card to keep. Please make sure these are saved in a safe place for future reference.
